Multi-industry integration: a new trend brought by digital economy

At the 4th World Internet Conference held in December 2017, representatives from China, Egypt, Laos, Saudi Arabia, Serbia, Thailand, Turkey and the United Arab Emirates jointly proposed the Belt and Road Digital Economy International Cooperation Initiative to further focus on digital interconnection and add new energy to the development of the Belt and Road digital economy.

At present, the prosperous development of ICT industry is adding new energy to the Belt and Road, and the Chinese program for the development of Belt and Road digital economy is seeking for the right of speech in the new round of global digital economy. At the Forum, numerous provincial and municipal governments, renowned domestic and overseas experts and scholars, industry and business leaders will be invited to discuss the new growth momentum and development path of the Belt and Road under the digital economy of big data and AI.

Dr. Shang Qingchen from China Service Outsourcing Center believes that after 20 years of development, China’s ICT industry is increasingly developed in size and strength, with a global industrial scale only second to USA and Japan. Only by promoting global cooperation on construction of the Digital Silk Road can we share the revolutionary dividends of digital transformation. Andrew Forrest, CEO of FIC, who will also deliver a speech, believes that it is not only an opportunity but also a challenge for the countries along the Silk Road to enhance the interconnection of digital information, develop cross-border e-commerce, build an online information platform and promote pragmatic cooperation in the ICT field. We can build a smooth information channel for the Belt of Road only through driving the flows of technology, capital, talent and resource with the flow of information and eliminating the barrier of information asymmetry.

The integrated industrial development is a major focus of the Belt and Road initiative, while the comprehensive interconnection is an important guarantee for integrated industrial development. Leaders from the core sectors of Digital Silk Road such as 5G, AI, big data, IoT and cloud computing will discuss new trends, new markets, new rules, new products and new resources of the Belt and Road through round table to jointly build a new momentum for the development of Digital Silk Road and share a new platform of cross-domain cooperation.

Exploring new growth momentum by the advantages in resources

In the past 6 years, the Belt and Road Initiative has become the largest cooperation platform and the most popular public product in the world. At present, 123 countries and 29 international organizations have signed agreements on the Belt and Road cooperation. China has achieved a total trade of more than USD 6 trillion with the Belt and Road partners, and invested more than USD 80 billion. More than 80 overseas cooperative programs between China and the countries along the Belt and Road have created nearly 300,000 local job opportunities.

The advantages in resources, the new growth momentum, the resource integration and the open sharing mechanism are of great significance to the rapid development of the Digital Silk Road.

During more-than-one-year development, China Media of Things jointly initiated by China Intercontinental Communication Center (CICC), CNLive.com and HRTV in 2018 has been widely recognized by different stakeholders. Featured in everything talks and based on the spirit of telling the story of China and communicating the voice of China, the international MoT platform is committed to implementing international culture exchange, enhancing international communication capabilities and the construction of external discourse system, and actively bringing Chinese culture to the world.

As a new media based on the Internet, the international MoT platform can load matching information on any thing, reach any place at any time, and pass the information to any group of people, so that the information can reach eyes, brains and hearts of users. It turns a thing into a communication tool, through which scanning the thing is equivalent to reading the newspaper, listening to the radio, watching TV and browsing the Internet. Such type of communication greatly improves the function of communication. At the Forum, Qiao Xiuquan, Deputy Director of Network Service Center, State Key Laboratory of Networking and Switching Technology, Beijing University of Posts and Telecommunications, will deliver a speech on the international standards and applications of Media of Things, which means that the Media of Things will enter a more standardized and orderly development stage.

In addition, China welcomes you local recommendation program will be one of the most eye-catching highlights at the Forum. Every speaker will have 90 seconds to recommend key local programs face-to-face for the leaders, government officials and other guests across the world. It will intensively showcase excellent programs, industries and technologies at home and abroad, and enable guests to know the situations of different countries and regions along the Belt and Road visually without actually going there. Secretaries of key cities and counties along the Belt and Road as well as consuls or representatives of countries including The United Kingdom, Japan, Singapore, Thailand, Hungary, Czech Republic and Iran will participate in the discussion. Through the innovative large-scale publicity model, the creative communication platform interconnecting the countries and cities along the Belt and Road will definitely be a new model for regional business interactions.

Unifying international rules and standardizing the international market

Under the Belt and Road international cooperation, investors will inevitably encounter problems of inadequate laws, policies and resources on for example legal affairs, intellectual property rights, human resources and cross-border e-commerce. Due to lack of effective support, all stakeholders will face unprecedented challenges.

As the fundamental mission and ultimate goal of the Belt and Road, the mechanism of mutual negotiation, mutual construction, sharing, equality and mutual benefits will benefit both the Chinese people and the citizens of other countries along the Belt and Road. It has been a key for unifying international rules and standardizing the international market to establish a complete rule system, build a fair and efficient dispute resolution mechanism, deepen the cooperation of all stakeholders in the fields of justice, law enforcement and administration, and promote the exchange in different sectors.

It is reported that key supporting agencies from the sectors including international telecommunication, intellectual property right, legal affair, finance, HR, credit, culture, marketing, technology and infrastructure will be invited to discuss the pain points of the Belt and Road, share the secrets of success, solve key problems of enterprises in the development with one stroke, and assist the go-global enterprises to settle legal, political, economic and cultural conflicts in different regions under the background of the Belt and Road.

Enhancing international cooperation and sharing the future market

At present, the Belt and Road Initiative and its core concepts have been incorporated into the outcome documents of major international mechanism such as the United Nations, the G20, the APEC and the SCO, to open up new spaces for cooperation, explore new cooperation potential, deeply develop traditional strong fields and find new opportunities in new economic fields.

The concept of third-party market cooperation, firstly proposed by China and France in June 2015, is a new international cooperation model initiated by China, which effectively links the leading production capacity of China, the advanced technologies of developed countries and the development needs of developing countries to achieve an effect of 1+1+1>3.

In May 2018, leaders of Chinese and Japanese governments reached an important consensus on jointly launching the third-party cooperation and developing the third-party markets. At the 1st China-Japan Third-Party Market Cooperation Forum held later, both governments explicitly declared that other than engaging in vicious competition in third-party markets, Chinese and Japanese governments would further leverage complementary advantages and expand the cooperation space to achieve all-win in third-party markets.

In March 2019, representatives of more than 60 major enterprises and financial institutions in China and Italy attended the 1st China-Italy Third-Party Market Cooperation Forum held in Rome, and deeply discussed the topics on implementing third-party market cooperation programs and jointly building the Belt and Road.

Since 2015, China has announced joint statements, or signed memorandums of understanding on third-party market cooperation with European countries including France, Italy, Spain, Belgium and the Netherlands. Globally speaking, the third-party market cooperation will facilitate efficient distribution of global resources, reshape global division system, eliminate development and governance deficits, which will be of great significance for an open world economy.

At the Forum, government leaders, speakers, renown scholars, industry and business leaders will talk about the Belt and Road third-party market cooperation and strategies, make authoritative and deep analysis to the background and current situation of third-party market cooperation, and discuss the rules of international market and third-party cooperation mechanism surrounding Yangtze River Delta and the multi-party industrial and economic cooperation model to promote high-quality development of the Belt and Road IT industry cooperation.

In addition, four sub-forums to be held simultaneously will provide rich opportunities of cooperation and consultation for the attendees. The chairmen of biomedical organizations in all BRIC countries will attend BRIC + Energy Health sub-forum; experts and scholars from different sectors will discuss practical issues in biotechnology, international energy trade and energy technology. At Survey in Russia sub-forum, officials from Russian Consulate General will state their preferential policies; authoritative experts from Russia Research Center of Fudan University will analyze the prospects of China and Russia for the attendees. At China Recommendation sub-forum, the high-profile Silk Road MoT will be officially unveiled. As a new media, China Recommendation will broadcast 5-minute short videos in both Chinese and English to the world to demonstrate and recommend programs with special Chinese elements, which will pass on the Chinese spirit, express China’s confidence, show China’s strength and establish a most popular communication brand in China. At CNLive sub-forum, Miao Bulin, CEO of CNLive.com, will comprehensively interpret program operation, market analysis and media convergence center, and provide relevant operation service for the development and integrated solutions of online video mobile streaming media technology and platform.

The Digital China Construction and Development Report (2017) released by the Cyberspace Administration of China at the 1st Digital China Summit indicated that the scale of China’s digital economy reached CNY 27.2 trillion in 2017 with a year-on-year growth of 20.3%, accounting for 32.9% of GDP. The Digital Silk Road will not only promote China’s economy conversion from a factor-driven- to an innovation-driven model, but also achieve high-quality development of China’s economy. Through interpreting development strategies, leveraging technical advantages and following market rules, the Forum will build a smoother bridge for the cooperation among countries and contribute more wisdom and strength to the development of digital economy in the progress of the Belt and Road.
